March 7, 2007 – Support for Endangered Species Recovery Act

Dear Senator Crapo:

On behalf of the National Association of Conservation Districts, we voice our support for S. 700, the Endangered Species Recovery Act of 2007. Conservation districts work with millions of cooperating landowners and operators at the local level to provide assistance in managing and protecting private working lands throughout the United States.

While protecting and conserving the diversity of plant and animal species is essential to maintaining a balanced and healthy ecosystem, the Endangered Species Act has struggled to accomplish its mission by neglecting to enlist the assistance of private landowners in the recovery of species. ESRA takes a necessary step forward by creating a voluntary program providing landowner’s compensation through tax incentives and credits for species recovery efforts while requiring the necessary technical assistance for implementation of habitat management plans.

NACD supports ESRA and thanks you for sponsoring the legislation. We appreciate your commitment to endangered species recovery and look forward to working with you on this matter.
