Hi all,
I'm starting a project for DACD that would try to break down the cost of operations in the districts into individual programs. Some of our partners have been questioning if the districts are really justified in charging a 10% overhead/admin rate, which has been standard for a long time. (Delaware district employees are truly district employees, and the districts don't receive any funding directly through the state budget.) All the districts do a fine job with their overall P&L, and even within their major sections, but I need someone who can help me calculate the cost to run the cover crop program, the cost to write nutrient management plans, take soil samples, etc. There are multiple income sources that support the planners that need to be taken into account as well.
I'd like to work with someone to help me define the scope of the project and procedures for the districts to follow. Am I looking for an accountant? A management analyst? I'm really just trying to get a foothold on where to start...
